Off-road vehicular usage of Texas rivers grows from a sporadic
incidental event to an regular event every weekend and many weekdays.
This includes rallys with large numbers of vehicles drastically
affecting river banks, vegetation, dumping oil, radiator fluids,
etc. into the river.

state Capitol's lawn in Austin, but no one has the right
to drive their truck on this lawn and cut donuts on it." The

sites - be they state monuments or rivers - is too great
and must be restricted for the sake of future generations."
